Education: She received her master's degree from the University of North Carolina at Chapel Hill and her bachelor's degree from Randolph-Macon Woman's College.
Profession: Carter is a member of the Steering Committee of the Charlotte CROP Walk and serves on the board of Smart Start, the Arts & Science Council, Mecklenburg Ministries, WDAV, and the Police Activities League, and on the Centralina Council of Government's Economic Development Council.
Political: She was first elected in 1999 and is now serving her sixth term on Council. She chairs the Government Affairs Committee and vice chairs the Environment Committee. She also is a member of the Transportation and Planning and Budget Committees. She is the Council Representative to the Arts and Science Council and the Smart Start Board.
